There are basically two questions on the impact. Why is the opt out clause critical; and Of course the the inevitable desire for ALL documentation related to the clause. I know that the IRS has said that taxpayers do not have to repay their subsidies should it come to pass, but I wonder how legal that is as well. They go after anyone who owes back taxes, but they have created an exemption that as far as I know doesn't exist in code.
