Not sure how her losing her powers would have anything to do with dominance and submission, Her character has always been dominant.. she just has a "weakness'.. If you tied up your domme, would that make her any less dominant?
All this is kinda polluted in that DC Comics with their new 52, recreated all the characters..

edited again for some more clarity:
Put is this way, the only reason she was tied up was so the bad guys could get her out of the way.. ie. if they had a room to lock her in they would have done that, not so much tying up to "exert control" over her.
