It's possible that the money was knowingly used to pay al Qaeda. I'd like to think it was done so as a way to track or locate al Qaeda, much like bin Laden counseled Rahman.

It's also possible they had no idea that it went to al Qaeda before it actually did end up there.

The bigger question is, though, to what end is it going to be investigated? If it's going to be investigated as part of a constructive critique, I can support that. If it's going to be investigated as a witch hunt to try to bring down Obama, some in his administration, or just a CIA head, I think we have more important things to attend to.
