Aren't ALL the House seats up for re-election in 2016? Or has something changed from civics class? The House Representatives are up for election. When I was implying above, I was thinking on Congress as a whole (not just the House by itself). A technicality of a mistake on my part. Yes, House members are elected every two years. While Senators every six years and those are staggered. So each election only 1/3rd of the Senate is up for election.
