Personally, I'd say the only real way to alleviate drought in Southern California is to move things elsewhere and let the plants grow back. And plants indigenous to the area. Trying to keep a lush green lawn in a desert climate is just hubris.

The issue with water is w pretty tangled and complicated web with no real solution in sight. A lot of water is typically drawn from groundwater, water which first needs to percolate down through the soil after falling as rain (typically). The problem a lot of areas are facing is that this water is being removed faster than it can be recharged, which results in an area becoming extremely dry. They can pump water in from elsewhere, but over time the same thing will happen. The groundwater takes a long time to recharge typically, and the deeper and deeper you go to extract water, the longer it would normally take for that water to recharge, sometimes taking up to thousands of years. The problem becomes enhanced with climate change, where drier places get drier, and wetter places get wetter. As we run out of water, we might think it's inconsequential to divert the use of water at the expense of some fish species, but as soon as you do that you mess with the entire ecosystem chain and top predator fish humans rely on for livelihoods become threatened. You could limit the amount of water agriculture uses, because they use the majority of fresh water at our disposal, but then you run the risk of increasing food prices and decreasing crop yields. It's a complicated issue, and it's one of the main reasons why I firmly believe in the old sentiment that water will become more valuable than oil. We might not see it now because of our abundance in the west, but many other parts of the world already feel the pinch of not having enough water.

A valid point, Tkman117. One of the problems with Southern California is that there is little or no aquifer naturally there. Almost all of their water is piped in from elsewhere. And desert climate aquifers don't refill quickly and cause problems when overdeveloped like the Phoenix Arizona area.

One of the things about parts of California and being near a tectonic plate junction is that if you do deep wells (as is done near Pheonix) is that you get to geothermal strata at the same time you get to where you would expect the deep aquifer.

So far, attempts to tap geothermal energy for something useful like electric production has run into problems with the high mineral content. The minerals plate out in machinery rapidly lowering efficiency and eventually causing failures. Steam boilers usually run on highly purified water to prevent mineral scale at high temperatures. Dirty steam makes for rapid boiler degradation.

Anyway, the concept of "water rights" is a big issue when you get close to or cross the continental divide. East of the Mississippi, water rights refers more to pollution controls than a limited resource. If you look solely at an infrastructure and logistics point of view; SoCal remains a lousy place to have large urban areas. All the needed resources for infrastructure have to be brought in from a significant distance. That was one of the reasons Enron was so successful at manipulating gas prices when they put almost all of the refineries on the west coast in maintenance outage at the same time.

Oh it sounds ridiculous at first blush but my cynicism tells me because of my complete distrust in govt. and its partners...it's plausible if only because I wouldn't put this past them.

Anybody have any idea what is...the real purpose of HAARP ? I mean, do we really know what it's for and why it is so very secret ? I'd be interested in a link...a believable link.

There is little the govt, can't do and get completely away with, because everything and of course, that means everything, is a...crazy conspiracy theory.

I mean we all know that right ? And of course, that's what is expected of everyone too.

The immediate causes of the Western States drought is understood. A warm 'puddle' lurking in the northeast Pacific. Why that's there is subject to continued study. Other errors are more egregious. The Depression drought in CA was definitely worse than now and it wasn't unique. Any total of material injected by air freighters in the atmosphere pales compared to what China is doing with all the sulfur laden coal burnt in low efficiency power plants as their biggest source of industrial and urban power. Any middling volcanic eruption dwarfs the anthropogenic additions with rock particles, sulfur dioxide and other aerosols, the upper atmosphere loading depending on the details of the eruption violence, direction and the geologic component constituents.
All those spraying planes simply Would be noticed landing and taking off, the total of transport aircraft in the Air Force isn't close to enough, the private fleets are well monitored and the manpower to fly and maintain them would severely impact the present air transport industry. Total engine maintenance and parts supply is also currently matched to known use if not overwhelmed. Nobody yet has snuck a major aerospace program past the industry feelers of Aviation Week, and the various US and other governments have Tried.

We don't need a conspiracy to sabotage the weather. Stupidity and provincial values are more than enough. Add greed and Nature is getting a beating. Just the convenience of oil based fuels has the weather modified all over the globe, despite the protestations of those discomfited by notions of privilege and stability threatened by the march of events. Earlier use of wood for fuel and shipping stripped much of the British isles. Grain farming and goat husbandry in Roman times accentuated the drying of N. Africa and deforested the whole southern Mediterranean. Subsistence farmers and cattle ranchers are now doing the same to the Amazon with now obvious drying effects on maybe the most crucial ecosystem for global weather stability not in the Oceans.

They started construction during the Reagan "Star Wars" project. The ionospheric antenna array survived the budget cuts that killed most of Star Wars. Does it work for ionospheric research, yep.
When I first heard of it I wondered if that was where they were hiding the line item for a replacement of the aging installations in Montana used for VLF and ELF ground-wave transmission. But, that would be waaaayyy above my clearance to know.

I always admired Walt's spunk. When, in 1961, DoD wanted to clap a security classification on his work; his answer was to hand deliver a copy of his paper to every member of the U.N. Sanguine sounds a little like the 487L and then 487M communications system for the executive to be able to communicate with the military...anytime, anywhere in the world. (Westinghouse designations who had a part of that deal) ELF...with a wave length of 5 miles with antennae hanging from aircraft.

The L & M should tell you how many times they tried to get it right and how they soaked it for every penny [they] could get.

Why was I not surprised that when during the Yom Kippur War, Carter found that a simple phone call worked quicker and better.

Sanguine works quite well for communicating with submerged submarines. But the low transmission rates only allows for short code groups. The equivalent of such messages as "break off contact and surface for satellite download of new orders"

Ground wave radio like VLF and ELF is about the only way to get word to a submerged strategic missile platform.

This last February of this year (2015), NASA posted An interesting observation on how climate is effecting the nation, given what we know of the Theory of Climate Change. As the image shows, the hottest places (those in red and orange) were on the western side of America; while the coldest on the eastern side. What was experienced this past winter is abnormal temperatures and storms. Does this give total proof that shows the Theory of Climate Change is correct and all those deniers are just wrong? Will take some study and observation before going down that road. Yet it does show a very big change in weather patterns from thirty some-odd years ago.

The problems California is experiencing are only understood due to science. And the many possible solutions come directly from science. Yet a wide swath of people in this nation do not understand the basics of science. Yet they are thrust into very advanced discussions and debates on how to handle these problems. Its like asking the input of a high school drop with a huge ego out on how to handle a triple bypass surgery over a medical surgeon with years of experience; It just asks for trouble. Imagine if many of the stuff done in modern medicine were heavily opposed by conservative ignorance on a political level? Some of the ways we treat cancer are not having laws stating medical doctors can not explain in documents the word 'cancer'; like that will some how dimished scientific knowledge.

Maybe we should require only those with a college level science degree from an accredited college or university to be allowed the chance to participate in the discussion. Even then, they have to past a basic level (2nd year college) exams on chemistry, physics, biology, and geology. Further can understand biochemistry, oceanography, botany, zoology, astrophysics, and civil engineering. We would quickly eliminate every single person whom is part of the 'Low Information Voter' in America, and most of those in the GOP (not to mention everyone in the Tea Party). We would be left with very intelligent people, that know their shit on the subject. An good solutions would be devised.

But we cant do that in America; that's 'Old School' United States of America. That group of people that created civil engineering marvels, placed a man on the moon, and placed America on the map as the #1 place for higher education and learning in the world. Then we got some 'illegal immigrants' that dumb down America called the GOP/TP. An now cant really accomplish very much....

It only takes a high school (circa 1970s) level knowledge of science to get the basics of what happens in the atmosphere by increasing the carbon dioxide loading. For getting into the chaos math trying to predict exactly what that will do to the climate; you need a Piled higher and Deeper level of math.

One of the pernicious effects of the U.S. system of elections is that it is biased to elect the socially savvy and ignore the actually competent. A bit of a "boffin" effect where you have someone who is so good in one area but totally incompetent in any other areas. That's where we get saddled with congressmen that think they "don't do email" because an aid prints them out for him. And we have congressmen that don't think abortion in case of rape is equitable because women can decide when to ovulate. But, stupid people rarely realize they are so.

So much of what was once great in this country has been sold off and mergered into multi-nationals. We, the country that first build an atomic reactor, no longer has a company within its borders capable of building one. Westinghouse Nuclear Division was sold off to Hitachi. GE Nuclear was bought out by Asea Brown Boveri (ABB - good Swedish company). Framatome, another nuclear repair company, is owned by Cogema (French Nuclear company). I keep hearing upper management in companies crying they need H-1b visas to be able to staff engineering positions. Meanwhile, at technician level that requires a high school diploma and three years experience (military training preferred) you have MS degree engineers working as they can't get hired as an engineer at a decent salary.
