I thought that ever since Viet Nam (including) fighting was decided by policy makers.

There have been some changes. Instead of surplus military gear being auctioned off and later appearing at your local Army/Navy store; it is being sold to civilian police at dirt cheap prices.

Now Sherriff Buford can arrive at the Saturday night bar fight in an armored personnel carrier.

Strategy in Iraq failed back in the days of Bush and Blair, Even if like me you felt the war was illegal, to invade and leave after causing a giant schism between Sunni and Shia was always going to happen.

The fact is there was no rebuilding on a large scale and no appetite now to send in ground troops. I doubt the ability of the current Iraqi armed forces to defeat IS on their own. The only possibility is if the Iraqi government make the Sunnis more inclusive but as yet there is little sign of that happening.

I spent 30 months in a town of 30,000 that was 90% sunni. Didn't have any trouble. The oppressors were different tribes, not religion. The tribal chiefs were the problem, not the tribe.

I can remember a long time ago when I was working on a survey crew doing construction staking. One day we had this wis bang survey instrument that the company could only afford one of and it was shared out between the crews depending on who needed wis bang measurements. The crew chief was a Vietnam Vet and he told me about how when the U.S. pulled out of Vietnam they used D-10's to dig holes and bury all of the engineers gear before they disabled the 10's and left them to rot. It's not just things that go bang that could be brought back and isn't. It's not just stuff Sheriff's can use. They had labs, dentists and doctors in Iraq. They purified water and treated sewage. They built infrastructure for the Iraqis and left all of that stuff, or buried it.

Obama claimed that Iraq was all peaches and cream soon after he took over. Called ISIS "JV" and put them on ignore because (he claimed) they were no big deal. So how did Obamas strategy fail under Bush and Blair, if (according to Barack) it was all sunshine and roses when Barack assumed control

The "stretegy" in the OP wasn't about how to fight a war, or why to enter into a war, but the strategy for dealing with hard assets afterwards.

I dont recall mentioning hard assets, just a broken State ?

The OP is clearly about the irony of IS capturing and using weapons supplied by the US.
