Well, considering she was the right hand man for her husband in an incredibly successful Governorship, essentially for all practical purposes, the VP for 8 years next to one of the best Presidents we've ever had (by virtue of his accomplishments, albeit, one of the slimiest), she's been in the thick of government most of her adult life, she's a brilliant attorney as well as an incredibly brilliant human, I'd say she's more qualified to govern than nearly anyone running. That said, I wouldn't vote for her for dog catcher because I don't believe in the things she (or her husband) believes in. (However....that wasn't the question). This (in a way...not at all to compare her to Hitler by any stretch) is like asking if Hitler was a great leader. History has shown he was a phenomenal leader. He was also a satanic, morally impoverished piece of human sewage. But, a great leader.....there's simply no question about it.
