Most interesting article on 2 cases that SCOTUS will take up this coming term.

Boils down to how you figure out how to count the population to determine districting.

Yes and we will likely need a federal law or better, a const. amend. to define population as the total number of eligible voters, whether they are registered to vote or and of course...whether they vote or not.
