It's still illegal. The law has to be applied evenly, regardless of the victim. If not, then court cases will come down to whether the victim was "good enough" for the perp to get penalized. People already view our legal system as a joke in come cases (think about all the different sentences for the same crime; socioeconomic status can have A LOT to do with the leniency of a sentence). That would just make matters worse.

Its not our legal system, for one thing. If you had read the article before commenting you would know that this happening in Chechnya. For another, circumstances should always be taken into account before charges are brought. Killing someone isnt always murder for example, and there are reasons for that
