Was it likely that they didn't feel fully inflated to him? Yes. Was there any evidence that he had tested them and knew it or that he was the one who decided to underinflate them? No. The whole problem with this has been that Goodell, knowing it would eventually wind up in court, still thought he could announce people are guilty until proven innocent. And he should be smart enough to know that the courts don't operate like that. The thing with the phone, refusing to subpoena Verizon for the messages because it was too much work? Crazy. I'd have trashed my phone too, just to be a pita to Goodell. Oh, and it's crazy that the referees don't show up with a box of approved footballs.
