Statistically, it's not impossible, but very highly unlikely. The title of the thread is misleading.
That would imply that something was amiss somewhere unless she deliberately flunked it as a personal protest for whatever reason. This happens - I've seen it and witnessed it first hand here in the UK.

Given the predominance of the one particular religion in the region that puts her into a small minority, I would say it's more likely the 'cheating' was done by another pupil or the teacher rather than the government.

However you look at it - it sucks, and deserves a proper investigation into exactly what happened.
