Depends on one's perspective. But he did get the Nobel Peace Prize for his work.

Heinz Alfred Kissinger is an American diplomat and political scientist. He served as National Security Advisor and later concurrently as Secretary of State in the administrations of Presidents Richard Nixon and Gerald Ford. For his actions negotiating the ceasefire in Vietnam (which was ultimately never actualized), Kissinger received the 1973 Nobel Peace Prize under controversial circumstances, with two members of the committee resigning in protest.

It was Kissinger who told the N. Vietnamese not to do a deal with LBJ to get a better deal from Nixon. Then was instrumental in getting Nixon is escalate the war, bringing troop level to 500,000, bombing Hanoi, Cambodia and Laos...extending the war 6 more years. It was also under Nixon that the US military sprayed Vietnam with agent orange.

It was Kissinger who was also instrumental in using the CIA in 1973, to topple the democratically elected Allende in Chile, replacing him with Pinochet who was a corrupt military butcher. There are those who believe that under Nixon/Kissinger, Allende and his personal secretary were murdered by the CIA in a car explosion in the streets of DC. I am one of them.

I remember Kissinger as someone who actually got some good things done despite working for Tricky Dicky.
