There's usually no end of kids playing, cars driving through, rent-a-gob over the road always shouting obsceneties at other neighbours, etc etc etc. All the usual crap you'd expect when living on a council estate of about 7,000 scrunched up houses where you can't swing a mouse. Usually, it's hard to find peace and quiet. So when you have an evening of near silence and no activity, that's as scary as fuck.
