You really believe that? I think the problem is you don't understand the guilt of being a Muslim to stand aside and not participate in Jihad when it's a requirement by their religion. They already feel like they are sinning for being cowards for not participating. Even moderate ones are torn apart. Most won't turn their brothers in even if they knew.

You know what the guilt of torn between 2 causes means?
Don't want to participate in jihad because not everyone has the stomach for it. And don't wanna see war and strife, and innocent life killed.
But guilty that they could not do it, because they believe their religion expects it of them.
This means, they can be sorry for what is happening, but also will not participate in turning in the jihadist.

What is it like when your God commands you to kill, but you can't do what he wants you to do? That type of guilt.

If people are dedicated to instilling Sharia law as the ONE law throughout the whole world, plans come from multiple angles. Some take soft sneaky approach to entrench themselves slowly. Some take the more face on aggressive approach of those we call "terrorists".

The subtle approach always start with depriving locals of the food their culture eats.

I mean, if I want a double bacon cheese burger from a popular fast food restaurant now. How stupid it is that I gotta fly to the US to get one, but impossible to get one in my country, because it offends Muslims to have bacon. And worst of all, I can't even eat an American double bacon cheeseburger, since their beef taste like beef. And I only consume beef that doesn't taste like beef. As I don't like the taste of beef, but have nothing against eating beef.

I think it depends on how you define secure. In France, there are Muslim neighborhoods that are too dangerous for cops to enter. I think having a police presence in a neighborhood before it went that far would be a good thing.
