"I'm proud to say that moments ago, I introduced legislation, Bill C-16 ... that would ensure that Canadians will be free to identify themselves and to express their gender as they wish while being protected against discrimination and hate," said Justice Minister Jody Wilson-Raybould adding that, "because as Canadians, we should feel free and safe to be ourselves."


"Diversity and inclusion have long been among the values that Canadians embrace, and Canadians expect their government to reflect these values," said Wilson-Raybould in Ottawa on Tuesday.

The justice minister noted that Canada passed the Canadian Human Rights Act protecting people from discrimination based on sexual orientation, and was one of the first countries to recognize same-sex marriage with the passage of the Civil Marriage Act.

Each of those human rights milestones were reached under the former Liberal government of Pierre Elliott Trudeau and Paul Martin, respectively.

Bill C-16 would update the Canadian Human Rights Act and the Criminal Code to include the terms 'gender identity' and 'gender expression."

While the inclusion of gender identity and expression has been in the making for over a decade, this is the first time such legislation is being proposed by a sitting government.

If passed, the legislation would make it illegal to discriminate on the basis of gender identity or expression. It would also extend hate speech laws to include the two terms.

Criminal laws would also be updated to make it a hate crime when someone is targeted because of their gender identity or gender expression, meaning judges would have to consider it as an aggravating factor in deciding what sentence to impose.

live and let live..

but assault is assault, rape is rape, those are crimes no matter who does it or to whom, so they had the same rights in that regard before this bill.. I am not really sure how it makes a TG person feel safer.. as a female that could be illegally raped, the law against that doesnt make me feel any safer..

I think the job & other discrimination is more of what the bill addresses..

Well done Canada! It's good to see Canada resuming its role as a leader in human rights after a few years hiatus under the previous administration.

I know the last cite is only an online forum but interestingly enough, as you read through people's diverse opinions, you don't see 'issues for transgenders' popping up.


Perhaps Canadian politicians, much like our own sometimes, prefer to deal with the 'noble stuff ', the making of good soundbites rather than the tough, 'bite the bullet, hold your nose' stuff?

LOL your "cites" are all from last year... that is to say that before and within six weeks of when he was sworn in on November 4th last year so in six months(lets just take your second "cite" there were ten things facing his Gvmnt.
After ten years of the tory twunt, he hasnt so much made a soundbite, but taken a huge chunk out of that list. In six months!

Also, please note that this is a bill introduced by the justice minister, whose job is to introduce bills dealing with justice issues, of which this is one. And what's more, it is an easy issue to remedy and will not take up much time in parliament.
In addition, none of the issues listed in your links are in the purview of the ministry of justice, and therefore utterly irrelevant to this particular issue.
Also, I would suggest you familiarize yourself with the Canadian legislative process if you think that the introduction of this bill in any way detracts from work on other issues.

and this isnt the first time this bill (or a similar version) hasnt already been written up, its been brought forth a few times but didnt get passed (so most of the work has already been done), this is a new govt and I expect it will pass easily this time..

ETA- now if Trudeau would just give me & my fellow expat Canadians back their rightful right to vote... [>:]
Canadians that have not lived in Canada for 5 or more years have lost their right to vote (under Harper).. while I dont vote, its still wrong to take away our rights like that.. just because someone doesnt live in Canada full-time doesnt mean that we shouldnt have the same right to have our say in the direction of our country.. some of us might live part of the year there or some of us might decide to move back in the future, we should have the same say as all other Canadians do!!!

I know its not a bill, but theres a chance it will be struck down ?
I know I saw something somewhere about the libs looking at working on it, but nothing concrete yet.
I learned another thing today thank you:)

This part of voting law I wasnt aware of, I guess because it will never apply to me [;)]
I have to re register my vote in the UK< not sure why I havent thought about it before now!
I let it lapse (due to forgetfulness) so I have to apply again to vote in the upcoming Brexit referendum. But that will be taken care of soon enough.

Thanks, glad to hear that this could change & voting rights be restored.. I first read about this around the last election and gawd, I almost had a heart attack!!! I found it a really offensive thing to do.. Any expat Canadian that has Canadian kids would want a say in the direction of the country, for the sake of their children, if not themselves.. Plus some expat Canadians could own property or businesses & investments, which are affected by govt regs & laws, again, expat Canadians should have the right to have a say in govt.. The reasons for taking away the right to vote were bogus, imo, and it really pissed me off.. Not because it affects me since I dont vote but it was just so very wrong to do that.. it was unfair, and damn it all, it was unCanadian..
