"Going dark" is the term used by the government, mostly the FBI, CIA, and NSA, regarding the civilian use of strong encryption.

The government has recently released a primer on "going dark" (warning: PDF link).

quote:

Public engagement on encryption issues surged following the 2015 terrorist attacks
in Paris and San Bernardino, particularly when it became clear that the attackers used
encrypted communications to evade detection—a phenomenon known as “going dark.”
While encryption provides important benefits to society and the individual, it also makes it
more difficult for law enforcement and intelligence professionals to keep us safe.
...

First paragraph in and we're already off to a bad start: the Paris attackers communicated in the clear using burner phones.

More info on the lack of fact-checking is on Engadget.

A few points:

1) Most intelligence agencies on the planet know that terrorists use burner phones and have been for years, the reason is obvious, you really dont have to give any information to get one.

2) The US Department of Justice knows that organized criminal organizations, potential domestic terrorist groups etc use burner phones, and have testified on this subject god knows how many times trying to tell congress that domestic terrorists and criminals are not stupid, cheap phones is the only way to effectively communicate between cells.

3) Television crime dramas accurately portray the problems with disposable cell phones are major plot tools.

4) The report is bullshit from the outset.

5) Any congress member dumb enough to believe the report contrary to the countless testimonies to the problems with burner phones and the lack of regulation on said devices is an idiot who would buy a bad of dog shit thinking it was a bag of sausage.

6) In a little publicized move, the DoJ found a math wise that came up with a way to break the encryption on the infamous Iphone that apple refused to help with. It made a small story in a few newspapers. Hell, more than a few math wizards take modern encryption as a giant puzzle to break for fun.

Finally with all the obvious flaws in the report, it reads more as an attempt at misdirection than anything else, because I cannot believe anyone is so stupid as to believe any of it.

But then, there a lot of people that believe Hillary and Trump, so I may be wrong.

And one more point. I do, in fact, routinely use varying degrees of encryption for communication with friends. It is frequently true that the attacker I am most worried about is the US government in those cases. More broadly, I'm more worried about the US government than cyber criminals, Google, and Facebook combined. The entire premise of which is that they need to be able to tap into my private communications whenever they choose. That's a premise I strongly disagree with and take steps to prevent.

Bluntly, our intelligence departments have abundantly proven themselves untrustworthy. They are also well funded and very skilled. That makes them a problem.

I am surprised anyone is stupid enough to think tapping every phone and every other method of communication has any real chance of working.

Do you think people get on the phones and say "Do you got the bombs in place at ____ XXXX Street in Whatever bumfukt state and the guy who did is going of course say "Yes". Just like that.

They are nowhere near as stupid as people think.
