Well it took 30 seconds to see that Thompson and Smith explicitely says a license is required. I just can be bothered to research the others. But I bet that they don't say what you think they do

Pennsylvania, 319 U.S. 105) “If the State converts a right into a privilege, the citizen can ignore the license and fee and engage in the right (liberty) with impunity.” (Shuttlesworth v. City of Birmingham, Alabama, 373 U.S. 262) So whats your point ML? In the US we have the right to ingress/egress, which you would understand as the right to travel, it is an inherent reserved right and it extends to any form of locomotion the traveller chooses, be it our feet, a car or a plane. As you can see from the long list of court cases previously cited proving the fact.
