When I was a kid, there was a candy sold in bulk bags called "Circus Peanuts." I believe they are still sold today.
Each piece is basically a small lump of marshmallow that is formed to resemble a big peanut shell and is colored orange.
I think the reference is to this candy with the marshmallow interior resembling Trump's brain and the orange color to his, well, I'm sure you get it.
