It was a regular work day for Dang Vuong, a 34-year-old car sales manager at a BMW dealership in England - until he received a surprise phone call from an injured woman who had dialed the wrong number. Rather than brushing off the mistake; however, Vuong rushed off to help her.

Grandma was lucky she didn't have any time sensitive injury. Our hero is lucky he didn't cause a death and face charges for reckless behavior. I doubt he is a trained EMS worker, or that he had Any useful equipment or training when he showed up. Ambulances have it all, and a trained Team to handle emergencies.
He should have immediately called the local version of 911, and connected her call to them if at all possible. Once sure she was in contact with the real rescue people, and effectively in communication, Then he was free from his real obligations, to travel to Grandma in case he could get there first and maybe make a difference.
NO mention of arrival of trained first responders, the FAMILY showed up some time later? She easily could have died while he watched, shock is often deadly. Feet above head, is part of initial response, along with oxygen, and blood if there appears to have been substantial loss. Lying her down was good, cover is nice. Not even close to enough. Confirming effective respiration, blood pressure, pulse and body temp are Necessary. And have to be countered immediately if wanting. From the report, he probably didn't save a life, or his partial care wouldn't have been enough.
Airway, breath, pulse, blood pressure. Don't leave home without them.

Hmm. Why he didn't also call 999 is an intriguing question. I haven't found an answer in any of the stories I've seen.

It's not very clear, but it seems to imply that he got there shortly before other family members did. If she told him that she had called others as well, that may be why he didn't contact emergency services.

Quite possibly.

It's also not unknown for someone to say, "Please don't call 999/911! I don't want to be hauled off to a hospital, especially one I haven't chosen."
