Air pollution aside (the air is almost always brown,) and the fact that as of 2013 you have 3.83 million people living in a region prone to catastrophic earthquakes, little or no rain, it is time for the people to go.

The reason this is needed is because, thanks to humans, the Santa Monica Mountain population has become isolated, creating a stagnant genetic pool, which means these cats will probably be extinct inside fifty years.

And of course if some idiot jogger goes running in the area, and gets attacked by one of these noble cats, that cat will be hunted and killed.

So the logical solution is to get the people out.

I suggest we use current technology and fast track a colony on the moon, transplanting the entire population of the LA metropolitan area to the lunar surface.

Considering what is going on in the world today, I think about 60% of the world population qualifies for the first permanent settlement on the dark side of the sun.

Actually, it's improved in the time that I've lived here.

We gone out on boats from San Diego to go whale watching....and you can literally see a line in the atmosphere between San Diego and Tijuana.

The Pacific Northwest is overdue for a catastrophic earthquake. Many schools are in areas unable to be evacuated. And the Federal Government has refused grants to move them.

Actually the responsibility to move the schools is not the federal governments, it is one of the powers reserved to the states.

Secondly, the grants are 'matching fund' grants, which means the state and local governments has to match those funds for the project. You can thank the people who helped write the law that wanted to keep the federal government out of the state and local school boards.

Third, to match the funds, the state and local government has to float bond issues, or raise taxes.

Fourth, for the Federal government to provide all of the money for the projects, certain requirements have to be met, including letting the feds determine the new site, construction materials and a few other things that most local boards object to.

Basically it boils down to the old state's rights argument and keeping the feds out of local stuff.

Hell, some school districts are still pissed about the desegregation laws that made them integrate the schools.
