FR The over all national popular vote is irrelevant because there is no over all national presidential election, rather there are 50 separate state presidential elections, each held under it's own rules with it's own procedures and practices. And the Presidency goes to the one who won the most of those 50 elections. It's similar to the way that in Canada we do not elect the Prime Minister, we elect our local representative in 338 separate elections, and the leader of the party with the most representatives elected becomes Prime Minister. Justin Trudeau only received a little over 26,000 votes, that is because only the people in his home riding (think congressional district) get the option of voting for or against him. When discussing an election, it is important to understand exactly what the election is and how it operates.
