At the same time, the government remained deeply involved in the management of five key semiconductor enterprises and a new project to establish China’s first world-class integrated device manufacturer (I.D.M.) facility in Wuxi, where Mays conducted the bulk of her research.

China did not get processors from Clinton. What they got was radiation protected chips. In fact as of the Clinton admin. China was well on its way to having or advancing to any processors they needed. Plus, I am willing to give you odds that the prime motivator was lobbying and this a big profit for the supplier.

In addition, Judicial Watch is as partisan as they get, going after every dem action or policy while never laying a hand on repubs.

One argument I've heard for the Chinese "communist" system outliving the Soviet union is that the Chinese have had a cultural bias to think of themselves as members of society first and individuals second (if at all) since they picked up on Confuscianism and the statist legalisms that went with it in a big way around the seventh century and treated it as the philosophical basis of their empire until that finally collapsed. Certainly it seems to have overlapped with Maoism pretty handily: there's very little in Mao's little red book that contradicts the Analects, put it that way.
