We don't need another 9/11 or another PAT Act. All that's needed, is to gradually change the peoples' opinion of the concept. Govt., media and western security apparatchiks are well in charge of that and doing a splendid job.

This bill that R1 has shown us is just the first salvo in the coming anti-constitutional all-out war against the people. (recall...the long game)

The whole concept of such devices being used for any human tracking and any implantation of such similar or micro devices into a human, is anathema to a free society.

In time, after a repeated drumbeat from the parties above and the concept will be acceptable. Then it's only a matter time...mandatory.

Then...THEN...you'll really be fucked. I won't be around anymore.

they dont need to microchip yer body, they already are microchipping ya via yer credit cards and passports/US travel cards and more and more drivers licenses (soon to be all states, imo).. Who doesnt take their ID (drivers license) with them at all times???
