'Allahu Akbar' isn't a phrase used only by terrorists, or even more generally by Islamists. It literally means god is greater. In Islam we have something called dhikr we are told it is a good deed to constantly keep your tounge wet with the rememberance of God. You can say the common phrase Allahu Akbar when you are scared, worried or distressed. It just means God is greater. Greater than what you ask? Everything. Greater than our current problem, greater than our fear, greater than everything. It is sort of a praise. A muslim is meant to say God;s name before EVERYTHING they do. If it is not outloud it is in their head. Before we eat we say Bismillah. when we sneeze we say Alhamdulilah. It is also believed that when you die with Allah name on your tounge is a great thing. That is why muslims on their death will recite praise for god. for the fighter you are refering to they may say Allahu Akbar because they fear the will get shot, something will happen, so they want to die with the last word on their tongues to be God's name and their declaration of his greatness. by saying Allahu Akbar, it is a psychology like affirmations for muslims. It remind them that God is greater than their fears or fear of death, their desire, greater than everything. . it gives them strength and prevents them from sidetracking from whatever their goals are in life"
