Is this the actual law?
That's a very fair law.
Obstructing expressway traffic is seriously reckless behaviour. Could cause cars to pile up too and crash into each other if they are trying to avoid hitting them.
I don't know what kind of speed limits goes on in that expressway. Imagine if this was the autobahn.
It should be dealt with harshly.
And yes, it is not the car fault if they hit a human standing in the expressway.
UNLESS that person car break down and was waving for help.
But come to think about it. In my own country, many people have died, when car break down and waving for help. I don't think the vehicle who hit them got in trouble too. Not sure. They always report the accident, but they never say if any crimes were committed.
The damn expressway is just a damn dangerous place to be standing in! I am just thinking of my own driving, I don't know what I'd do if a human run infront and I couldn't brake in time! Hope I will never experience it!
