Here's the thing, MM, that isn't a new issue. There was an attempt to force Florida to update it's voter rolls years back (during Bush 43's first term, iirc). The Democrats demonized it as voter suppression, even though the "Motor Voter Act" required States to have a "reasonable" system for maintaining accurate rolls, and even laid out examples of how a person could be removed from those rolls. In the case of Bannon, if he applied for a NY Driver's License, Florida could have used that information to purge him from their voter rolls. In Ohio, there was such an influx of voter registrations that there was no way to double check the thousands of registrations that appeared to be inadequate, such as misspellings, or entry errors before the 2008 election. Same day voting allowed for the conflict. There has to be a better way to make sure people are registered. I've mentioned before, that I think it should be part of a HS Sr. Government class for all students register to vote, and get a proper ID (be it a State ID or a State DL). While that won't help get all post HS people registered, it would eventually would, and that could be simply one part of an overall system. As far as Trump's claims for 3-5M fraudulent votes, I have no idea if that's accurate or not. There is, apparently, a group that's told him they have proof. I'll wait to support or refute Trump's claim until after the evidence has been presented.
