Not sure about treason, but, considering the sanctions were put in place because Russia invaded the Ukraine, and done so by Executive order by Obama, it could be that (while the GOP at large agreed with these actions) they think it was unfair by an uppity black guy that was not qualified to be president because Trump's belief in the birther shit.

It should be "diss function" (one of the parties el presidente throws so an invited audience can watch him tweeting obnoxious crap) not "dysfunction". An obvious typo.
