I'm not sure you know how US Laws work... because obviously you're not an English Speaking Native, but Bills and Laws don't just pop into existance in mere moments. Many of these things take time before the transform from an accepted bill into enforcable law - as regulations, rules, conditions, and supporting laws are constructed around it. Case in point. the Secure Communities Project - which is what the Priority Enforcement Program is based off of - was started in 2007-2008 by the Bush Administration, being accepted as a bill and pushed into Law 2009-2010. This fits in line with the fact that it takes roughly ~2 years before an accepted bill gets transformed into a functioning and enforceable law. quote:
