You are correct, claiming that this will let "dangerous" people have guns is throwing a undefined word in there for an emotional negative effect.

I thought it was something like shooting for the foot is a bright idea. In any case I don't believe in his super powers of marksmanship and his higher than thou intelligence.

Yes I believe he began the whole thing with a proclamation that shooting someone in the foot was as effective as shooting them in the chest because no one could continue to fight after being shot in the foot. It seems that he suffered from the delusion that the USMC taught him to shoot in the foot.
Ironically he made this announcement after a NY cop killed a man who had shot him in the foot.
