I live by one rule:

Now, please (and for those who dont know, I was a cop and answered a shit ton of domestic disturbance calls and finding women beat to bloody hamburger) why it would be socially wrong for me to take my niece's boyfriend out to some remote field and beat him to a bloody mass of broken bones and organs?

Seriously, I picked my niece up from the ER, then went and got her belongings from the bastard that PUT her in the ER, and SHE will not file charges!

I have seen bull riders who have been stomped by 2000 pounds of pissed off bull who did not have near the bruises she has!

Now sis, who knows my temper and over protective streak arranged for the local police to be present when I got her stuff. Luckily it was three officers who have known me for years, and after seeing niece, the were not happy campers.

But since she wont file charges, their hands are tied.

Of course, there is the fact he dumped her heart medication down the toilet, so that was $225 bucks I spent today that I really cant afford.

And if anyone says that Karma will take care of him, understand that Karma takes too fucking long.

Not knowing much, if anything, about the laws in the US, I thought the cops could file a charge even if the victim didn't want to. Or is that only if they are involved once the domestic violence has been reported?

While I'm not advocating vigilanteism, nonetheless, I know of a few instances where, following something like what happened here, 4-6 guys went over to have a little "chat" with the guy.

It was the last needed "chat."

I like your idea. Cops can take too long and usually the perpetrator of the violence doesn't learn anything.

OP, it wouldn't be socially wrong, maybe not even morally wrong, (an eye for an eye, after all) but unfortunately it would be legally wrong and would just end up with you in jail. Your best bet is to convince your niece that if she doesn't file charges then she is just enabling him to go on to other women and victimize them as well, making her complicit in the beatings of other innocents.
You might legally be able to take him to small claims court to recover your loss on the prescription costs.

Its my niece.

It seems that both my niece's seem drawn to abusive men.

Thing is I have a lot of friends in both local and state law enforcement.

And the man in question is known for drug use and violence in bars (although on probation, he should not even be drinking.)

The two officers that were there when I got her stuff hinted that his PO may get a call about a surprise in home visit with a drug test kit.

He gets popped on a parole violation, he has 15 years left on his sentence.

Their hands are not tied. In many localities the police get the call from the mandated reporters in the ER and using the medical records only, have more than enough info to file charges.

They don't refuse to arrest perps in a murder case because the victim cannot testify. There's more than enough evidence if they wanted to get it. Go in with a warrant and find his clothes spattered with her blood. Check for his skin cells under her fingernails from her defending herself. The same evidence exists when the victim is still alive. Demand that get it.

Cops just find this messy and without a DA who is active in prosecuting sexual assaults, they won't start it. It's the same reason that spousal abuse is under prosecuted in police families.

Unfortunately, in the case of domestic abuse, the victim has to file charges, or has to agree to testify. Niece refuses to do either.

It is also an unfortunate fact that many abuse victims refuse to press charges or testify so DA's are screwed.

However, I was told this evening that this male's PO has been told he may want to pull an surprise home and vehicle inspection along with a drug test.

As I said, the officers that were present when I picked her stuff up were old friends of mine.

He has been violated twice before and served a month in jail, however if he is violated again, he has to finish his sentence in max.
