The bold print expands the verb. Members shall refrain from threat or use of force or any other manner, etc. . . . like for example blockade or sanction.

The phrase has nothing to do with "gassing of civilians." The option in the case of gassing is to file a complaint with the Security Council or with the International Court at the Hague. Unfortunately, neither of these options is likely to be successful.

Chapter VII, Article 51 Each Member shall have the right to act in self defense if they are attacked . . . prelude to action by the Security Council.

Syria has the right to strike back at the United States but the United States has no such right since it was not attacked by Syria.

Take a few years off from these Boards please and go back to Middle School. God, I hate dealing with these fucking grade school drop outs.

Why would they unleash, what was effetively, a bucket of hairspray onto their own people and now.

I get the mad bampot bombed the air field: well at least half the cruise missiles made it guffaws to boost his single figure ratings.

And now there are allegations that Russia bombed the hospital to try and cover up the chemical hairspray attack

One thing that it might be worth bearing in mind about this is that Putin is now allegedly negotiating with Assad to sell him anti missile air defence systems.

Nothing about destroying an airfield and other things that are used to gas civilians, is inconsistent with the purpose of the United Nations
