Wow! That is sick and disgusting. Not wanting to steal valor, I have both friends and relatives that have fought, killed and been wounded in both Iraq and Afghanistan. They all say they were happy to help the enemy go to God to receive their reward as martyrs. I think something like that is appropriate here if this is true.

Having now read the article, I note that this "person" performed the mutilation in motel rooms in order to keep it secret and now denies she did it. It would seem that if you were doing this sort of thing to please God, you'd have no reason to keep it secret. I say put her in a sack with a cat, a dog and a rattle snake and throw her in a river. Except the animals wouldn't deserve it.
