I think the inference is more along the lines of: A Caucasian shoots a Black person, it's a hate crime. A Black shoots a Caucasian, it's a random act of violence. Personally, a random act of violence is a hate crime, but it seems more of an internal hate. Especially when it ends in suicide. Who knows what takes place in the fragmented mind of a suicidal murderer.
