Well, one could also claim that Leviticus and the Talmud contain the core teachings of Judaism, and that every Jew harbors the wish to enact them. But that wouldn't be true either. Reformed Judaism considers neither of those binding, despite the enduring opprobrium of the Orthodox, who look down on them for that cause. And though not a formally organized division of Islam, there are obviously Muslims who would similarly reject a full implementation of Shari'a Law. So I really do think you need to trim your brush.
