He followed the political philosophy known as the Sovereign Citizen, which espouses the belief that there is no government higher than that of the county. He further justified his acts by the events at the Branch Davidian compound in Waco Tx the year before, stating in an interview with a reporter that the the movement against the Branch Davidians was the first move by the government to take away the right to private gun ownership.

You forget that he also believed that the goverment had put a chip in him that controled his actions.
