Paul Dini has stated several times that the abusive relationship Harley has with the joker is largely based on the way he'd seen minor league rock stars (and still more pathetic wannabes) treating their girlfriend/vassal of the moment, so the daesh fuckwit's failed career as a rapper does have some bearing on Greta's comparison, at least.
