The "so what" is:

He is under a CRIMINAL investigation. Granted, not by the NSA, or specifically by the DNI (neither of whom are criminal investigators). However, it is the evidence obtained by the NSA and other agencies under the DNI, as well as the FBI on which the FBI is attempting to build a case.

3 words:

Obstruction of justice.

Definitely a HUGE cloud of thick black smoke, and we are starting to see the flames already.

Once Dan Coats, and Mike Rogers (both NAMED REAL people) testify, the flames will engulf the metaphorical building.
