I'm a little conflicted. I admit maybe the tutu is a bit much...

Those neighbors would have really loved me, back in the day, when I'd play fetch with my "puppy" in the back yard. I suppose it all depends on the town ordinances. Now if ALL he was wearing was a tutu, then I could see some reason for concern.

It's the hiding behind a tree and jumping out to scare kids that got him in trouble. If he was outside mowing the lawn or weeding the carrots, I don't think people would have been so upset. But targeting children is a disturbing behavior.

I never understood laws that forbade people to wear or not wear anything within their own properties. As long as they do it within their own area. So if kids were frightened, just brief the kid, stay away from that man. And don't worry, he won't cross out of his own property wearing that, just stay away. I think he possibly is mentally disturbed with his bunny with tutu fetishes. But hell, as long as he keeps it within his own property.

Especially coming after the clown infestation, people don't have much tolerance. You don't go around following children in order to frighten or entice them. Because it isn't a harmless behavior. Adult males who show obsessions with children have a high correlation of being avid collectors of child pornography and pedophiles.
