Due to the fact that (by definition) basically half the population is of below average intelligence, that is frequently a true statement. For instance, a person could say "Matter consists of Leptons and Hadrons". A minority of people would agree. A majority of people would say "Do whut?" or something similar. Truth is to the minority.
