According to numerous reporters, women have been barred from the Speaker’s lobby for wearing sleeveless dresses and blouses. CBS reports that recently, “a young, female reporter” tried to enter the Speaker’s lobby—a room outside of the House chamber where reporters generally ask legislators questions—but was turned away because the sleeveless dress she was wearing “was considered inappropriate because her shoulders weren’t covered.”

The unnamed reporter, apparently desperate to simply do her job, “ripped out pages from her notebook and stuffed them into her dress’s shoulder openings to create sleeves,” CBS reports. Her improvised outfit was still deemed unacceptable and she was turned away. At least three reporters confirmed that they had received a warning about the apparently arbitrary dress code. One report, Independent Journal Review’s Haley Byrd told CBS that she was kicked out of the Speaker’s lobby in May—the same day House Republicans passed their health care bill—for wearing a sleeveless dress. On Twitter, two reporters confirmed that either they or colleagues had been barred or warned for daring to bare their shoulders.

There's just one issue, that is more than a little bit relevant to the whole thing: This is not a new dress code and it is not a new policy under Paul Ryan and it is not suddenly being enforced for the first time in a while. The dress code has existed for well over a century.

I keep my shoulders covered every day at work. If my dress doesn't have sleeves, I wear a sweater. It's nothing outrageous to require - it's professional dress.

Closed toed shoes, though, are a deal breaker. I wear boots or I wear open toed shoes. Nothing in between. I'd have to change careers.

The article in the OP makes it clear that this was not new. When it was first published yesterday it may not have, but long before it was posted here, it had been updated and included the info that it was not a new policy.

The only "fools" were the people who didn't read it and thought otherwise. Their mistake.

However, it is an arcane rule that until recently hasn't been enforced, and when it has been enforced, it has been inconsistent.

And yes, Paul Ryan is the one deciding what is acceptable and what isn't, as pointed out in the article in the OP:

CBS reports that the House’s dress code is largely a matter of interpretation left, in this case, to the whim of House Speaker Paul Ryan. The only written rule simply states that women should wear “appropriate attire,” and leaves the interpretation of that phrase, as well as its enforcement, to the Speaker of the House. According to Ryan, that means that women—reporters, lawmakers and staff alike—should cover their toes and well as their shoulders. Open-toed shoes, like sleeveless dresses and blouses, are both now banned in the Speaker’s lobby. Those rules do not apply to the Senate.

And none of this has to do with party.

What is considered professional can be subjective. I see nothing wrong with dress of this sort, and there is a lot of fashion directed towards professional women that includes sleeveless tops.

Are men ban from wearing sleeveless too in the house?

If it's equally applied for both genders. I do not see any problem here.

I believe the rules apply to men too except men seldom go into serious business matters sleeveless.

So all is good! The female reporters needs to stop asking for special treatment.

Just because previous administrators failed to enforce a long standing rule in the past, it just means their negligence of enforcing what is a long time rule.

Besides, many establishments have dress code. Either abide by the dress code or don't go there.

I know some men specifically chose careers so that they don't have to wear suits and can just wear shorts, singlet and flip flop to work everyday.

And I hate choosing my own clothes, so I am most happy with jobs that gives me a uniform and takes care of what I need to wear every day.
