Sadly, you don't have anything like the civil service in the 'States. We don't even have a civil service like that* over here anymore, it was the first thing Blair destroyed as a threat to his authority in the late '90s.
*(capable of running the country regardless of which fuckwit has been voted into number 10 by working around them through local government and the socialised infrastructure of the country)
God, what a thought: When that show was running, the running joke - but also the deplorable phenomenon it was satirising - was the Civil Service continually foiling elected politicians' efforts to change anything. Now, however, and in a lot of ways, viewers would be cheering on the CS.
(I wonder if I could get a temp job in the CS in Jeremy Rhyming-Slang's office - just for the day, for the sole purpose of giving him a *hearty right hook*. Oh, the satisfaction .... Mind wandering, now, yes, hmmm ....)
