I know nostalgia and inevitability are all the rage here lately.

“I will seek the presidency with nothing to fall back on but the judgment of the people of the United States and nowhere to go but the White House or home,” the senator said one month earlier, when he announced his pending resignation.

The announcement came as a shock to most D.C. insiders, including those on Capitol Hill. Shortly after becoming majority leader in January 1995, Dole had announced his intention to continue in that position even as his presidential campaign ramped up.

Dole officially resigned at 2 p.m., after an emotional speech in the Senate. At the time, only four Senate colleagues had been in Congress longer: Robert Byrd (D-W.Va.), Strom Thurmond (R-S.C.), Claiborne Pell (D-R.I.) and Daniel Inouye (D-Hawaii).

Dole’s final act as senator was to escort his successor, former Kansas Lt. Gov. Sheila Frahm, to her swearing-in ceremony. Sen. Trent Lott (R-Miss.) succeeded Dole as majority leader.

Ultimately, Dole’s maneuver did little good in his race against Clinton. He lost by an Electoral College vote of 379-159, winning only 40.2 percent of the popular vote.

Dole, who had spent 35 years in Congress — 27 of those in the Senate — was majority leader at the time.

A consummate D.C. insider, Dole hoped to distance himself from that image in his run for the presidency. When he resigned, the senator was trailing Clinton in the polls by 12 points, and his campaign coffers were virtually empty.
