I agree with you, we could have an all-out war. It won't be a very long one but it would be spectacular and would make for some colourful sunsets in the years ( or centuries) to come. There may not be too many people around to fully appreciate them though.

It also depends whether the nukes they use are clean or dirty I would guess. If they are dirty, everybody gets to cut themselves a slice eventually. The worlds prevailing winds will see to that.

People with no dog in the fight will be affected worldwide. This is why unstable governments cannot be allowed to develop such weapons. It has nothing to do with whether or not a nation is already in the nuclear club or not.
