Phoenix, could have been a powder keg, for many reasons, But in the latest up date from the Phoenix New Times, the Phoenix Police Chief Jeri Williams said protesters initiated the confrontation by lobbing gas or tear gas at the police first.

She said no rubber bullets were fired at the protesters, only pepper balls.

Howard said police made three arrests plus an unrelated warrant arrest earlier in the evening. There were no injuries and no property damage.

Official: Phx FD has treated 32 people for heat related illness, 2 to hospital. No arrests or other injuries

Why is rubber bullets worst than pepper balls?

Rubber bullets cause temporary bruises.

Pepper balls irritate the fuck out of the eyes.

I would prefer rubber bullets.

At close range rubber bullets do as much damage to a human body as buckshot. But, rubber bullets will not penetrate vehicles, or even tempered glass windows in commercial buildings and kill innocent bystanders. This is in reference to rubber rounds in shotguns and pistols. The large bouncy rubber projectiles used in grenade launchers instead of a tear gas grenade are designed to bruise the legs so much as they bounce through a crowd the ones hit can't run away or attack any more.

Pepper rounds are small caliber or shot gun tear gas designed to disperse a crowd.

Some places still use bean bag rounds. Those are good for stopping an armed agressor with hostages in the vicinity. The bean bag round will knock even a large person to the ground cracking or breaking ribs but not create a danger of death to hostages or bystanders.
