Here is the plan. He can make people forget about the latest unpleasantness in VA and his pardon of Arapaio. He can also kick the wall question down the road while not appearing to back down. If he does this, he will also solidify his position in one of his base states. It's simple folks. He can make an announcement that "As the American people in Texas are hurting, I will delay my plans for the wall and direct the funding to help those in need after this terrible natural disaster" I'd about guarantee that within 10 days, his approval ratings will jump 10 points.
