If Trump got PR's creditors to waive all or part of PR's debt, or the US paid all or part of PR's debt directly to PR's creditors, that would be better than giving PR the money to pay off it's debts. Take Haiti as an example. There has been a massive amount of aid, in the form of money and goods, sent to Haiti, yet the vast majority of the country is still in deplorable condition, after the ruling elite siphoned off what they wanted/could. If Trump wants to get PR's creditors to waive PR's debts, I'm okay with it, so long as the US taxpayer isn't on the hook for it.
