Philadelphia police officer Cyrus Mann stood on a rain-slicked road, pointed his gun at a moving car and pulled the trigger five times, hitting the driver.

The next year, he chased an unarmed man down an alley and shot him in the back.

Two years later, he fired his gun four times at a man he had stopped for a suspected traffic violation.

Most officers will never fire their weapons while on duty. Mann, a nine-year member of the Philadelphia Police Department, shot three people in just over three years. The shooting in the alley, on Aug. 9, 2012, would prove fatal and prompt the police commissioner to try to fire Mann.

Like many police chiefs across the nation, he would fail.

A Washington Post investigation found that hundreds of police officers who were fired for misconduct, including allegations of sexual assault and drug trafficking, have been reinstated. Since 2006, at least 451 of 1,800 officers fired from 37 of the nation’s largest departments have won their jobs back through appeals provided for in union contracts.

How on Gods earth is the officer in question allowed to continue?

Well gee, considering the pay for a police officer in the US equals about $4 an hour when you figure the total hours worked and no one is willing to put their ass on the line for a low paying thankless job you end up with police that have no business wearing a badge or in a position of authority over a garbage can let alone enforcing laws.

You see there is a major problem with law enforcement in the US.

People want more cops.

People want good honest cops.

But, when you tell the people taxes are going to go up to pay a wage that will bring good, honest men and women into law enforcement, the people give the city government the finger and tell them in one loud voice "you aint raising our taxes for no reason."

This is true for paying teachers, keeping the roads in good condition basically everything that people want.

Give you a good example, a small town near here wanted to raise taxes to pay to update and maintain the streets in the town as well as hire additional police and fire fighters.

So they announce they were raising property taxes to do it.

Well, the citizens of the town complained and bitched and fought the whole tax thing.

So, the city council did the only thing they could do since they could not raise the taxes to pay for everything the citizens wanted.

1) They contacted the county and state attorney's offices and petitioned for the right to disband the police department and turn law enforcement inside the city limits over to the state and county (which increased police response time from 6 minutes average to 20 minutes minimum.)

2) Disbanded the fire department and established a volunteer fire department, leaving the cost of maintenance of the equipment to the volunteers since they gave the fire engines to the volunteer fire department.

3) removed the pavement on all but the two main streets through town, basically everyone lived on dirt roads.

4) and in doing all of this, the city budget actually came up with enough of an overage to pay off outstanding bonds and loans the city got to keep going.


And the citizens started bitching about it, to the point of trying to have criminal charges filed against the mayor and city council.

No criminal charges were filed against anyone after a special grand jury and representatives of the state attorney general got all the information. You see, the city had already defaulted on two bond payments because they did not have the money to pay them.

They did not have the money because the people did not want to pay higher taxes.

Left the city council with two options, declare the city bankrupt or cut services (which would have happened anyway if the town declared bankruptcy.)

You see, the people of the United States want good police officers, fire protection, schools and roads, but they do not want to pay for it.

In other words, the average american citizen, democrat or republican, are complete and total idiots who want everything that is required to be provided by the government for free....

So we get bad cops, because a good man is not going to put his ass on the line for a bunch of thankless assholes for a wage that is less than they could get flipping burgers at McDonald's.

It's not always a case of "no way you're raising our taxes".

My county has an extra 1% sales tax strictly for roads. They keep trying to add another 0.5% sales tax for education, but here in Florida, we voted for the Lottery that is supposed to be funding education, and it does to an extent, but not as much as was promised. Never mind inflation since 1988.

Also, two counties now have slot machines, with tax revenue going to education. But instead of the additional taxes helping more in those counties, the Lottery funds they were receiving before have been cut drastically.

So it's easy to see how people mistrust that our politicians will use our tax money appropriately, or even as advertised when they tax us.

As for the OP:

In some states, unions have an absurd amount of power, whereas in other states, they're reigned in tightly. This is the difference between a historically Democrat state vs historically Republican. The key to resolving issues like these is moderation in government, but that just doesn't happen.

Perhaps if they were automatically fired after every shooting, there would be less shootings, and more deescalation...

If there were a mandatory prison sentence, of perhaps 1 year, for shooting anyone for any reason, there would be a lot more deescalation...
