No, its not a joke, the Saudi government granted a robot citizenship.

quote:

A robot has just been given a big privilege in Saudi Arabia, and people are questioning if it's unfair to the country's own women.

Sophia the robot, made by American firm Hanson Robotics, has been officially named a citizen of Saudi Arabia — the first country in the world to grant a robot the right to citizenship.
"I’m very honoured and proud for this unique distinction," Sophia said, speaking at the Future Investment Initiative in Riyadh on Wednesday, where she was awarded citizenship.

"This is historical to be the first robot in the world to be recognised with a citizenship.”

And the evidences suggests that it may have more rights under Saudi law than human females.

On a positive note, she is not a fan of Elon Musk.

I want to know why they granted citizenship.

I never understood what was Saudi's intentions for doing this. It seems like dumb publicity stunt, except, it's so dumb that I don't know what precisely are they trying to achieve granting a robot citizenship?

She's a robot, and so won't want a driver's license, the right to vote or any of the other rights they deny biotech fembots.
(Also, no hair, which I believe is what the stupidity with scarves and headdresses is about, and if somebody shags her, she won't get pregnant.)
