I think if anything about this is true, we have a unique example of political unfunded mandates which have NO concept of the unintended consequences of the proposed action. First we will need to begin a major draft and universal military training program in this country to get the forces to begin to follow through on the action. Likely we'll need to nationalize all the oil fields in most non-allied areas of the world to pay for the program. Then we need to set priorities for the project: do we first attack and capture the prisons (and release which prisoners?) in Siberia, in China, in Israel, in Libya, in Mexico, in Saudi Arabia, in India, in Pakistan, in Syria, in France, in Somalia, in Tanzania, in Peru, in Nicaragua, in Vietnam, in Peru, in Zimbabwe, in Germany, in Lebanon. in Argentina, in South Africa, or in Alabama? There are a lot of places like this in the world and a lot of them do NOT have any pretense of ethical treatment or of any Geneva Convention rights (which the USA did NOT sign). Sounds like a long term job for the military! Likely each UN country signing any such document should be told that by doing so they go on the "A" list for 1st investigation. vield
