Wrap the wrists and ankles seperately to create cuffs, comfortable enough for circulation, but not loose enough for escape, then proceed to do the same for the upper thighs, upper arms, midsection, and harness the neck and shoulders. Criss cross the bindings, wraping ankle to wrist, shoulder to thigh, etc., while weaving in and out of the legs, up the back of the chair around the seat portion, always criss crossing like a bunch of figure eights, crossing the body. If woven right, its very comfortable, and takes a hell of a long time to loosen. If possible, use a high back chair to secure the head in place, using a figure eight harness around the head, cross at back of the neck, and go under the shoulders, then back up to the front, crossing the chest. It is harder to get out when the head and neck can't turn with the body. Use layering, lots of layering where you think the strongest points of escape may be according the the strength and skill of the escap-ee. Have fun!
